Federal Block Grant Monitoring
McFarland and Associates, Inc. provided administrative and logistical support services for the U.S. Department of Health and Human Services (DHHS) Center for Mental Health Services (CMHS) by recruiting and training mental health consultants to conduct onsite technical and fiscal reviews of State mental health authorities receiving Federal Block Grant funds. McFarland’s firm sent monitoring teams, consisting of three individuals, to assess whether States complied with the terms of the Block Grant and to offer onsite technical assistance to State staff and service practitioners at urban and rural mental health facilities.
Under a 5-year contract with Substance Abuse and Mental Health Services Administration (SAMHSA), McFarland and Associates worked with faith and community-based organizations to improve the quality of substance abuse and HIV/AIDS prevention, intervention, and mental health service delivery; worked to enhance the technical skills of potential SAMHSA grantees by helping to disseminate information on best practices for HIV/AIDS, substance abuse prevention and treatment, and mental health services; and convened inter-faith and community-based working groups on relevant and emergent issues related to HIV/AIDS, substance abuse and mental health.

For the District of Columbia, Addiction Prevention and Recovery Administration (APRA), McFarland and Associates had a contract to provide facilities, equipment and certified substance abuse counselors (including bilingual personnel) to operate the substance abuse hotline.
McFarland staff also supported conference and meeting management, document production, and gathering and analyzing epidemiologic surveillance data.
The McFarland and Associates provided administrative, conference, and logistical support to Center for Substance Abuse and Treatment (CSAT) to organize, conduct, and sponsor agency workshops, conferences, and meetings on various public health program and policy related issues. Tasks included arranging travel and hotel accommodations at negotiated rates; coordinating meal functions; designing registration databases; maintaining databases and providing reports; preparing conference brochures, agendas, program booklets, participant lists, summaries, abstracts, evaluation forms, conference proceedings, and other conference-related material; providing audiovisual support; preparing nametags and tents; processing reimbursement vouchers; and providing onsite support.
